Laois County Council’s Environment Section is now accepting entries, until 30 October, in the annual Green Eyes amateur photographic competition. Photographs can be taken on one of five possible themes including Litter, Waste, Water, Energy and Climate Change and there are three competition categories for Primary Schools, Secondary Schools and Adults.
The competition captured the imagination of the public when it debuted in 2009 according to Ann-Marie Kelly, Environment Awareness Officer as “the purpose of the competition is to encourage participants to think twice about our environment and find ways to reduce our day to day impact.”
Those interested in participating in the competition, should note that “judges are looking for original and creative pictures as well as a photo that has a good composition. Each submission must include the photographer’s name and caption/title for their entry and specify what category they wish to enter” added Ann-Marie.

At their monthly meeting on Monday, 28th June, 2010, the Members adopted Laois County Council's 2009 Annual Report.
The Council is required to produce an Annual Report by 30th June each year. The statutory power that provides for the production of the Annual Report is contained in Section 221 of the Local Government Act, 2001.
The Annual Report must contain certain information in relation to the activities of the Council in the preceding year. It provides an opportunity to review the performance of the Council and the quality of services provided. The Report also records the key achievements in relation to the provision of infrastructure and presents an opportunity to inform the public of the various activities and operations engaged by the Council over the past year.

The Food Waste Regulations 2009 are designed to promote the segregation and recovery of food waste in the commercial sector. From July 1st 2010 the Regulations impose obligations on producers of food waste, such as state buildings, restaurants & cafes, hot food outlets, canteens, hotels and larger guesthouses, supermarkets and other food retailers, to segregate food waste and make it available for separate collection service (brown bin collection).
Small businesses that produce less than 50 kg of food waste per week are exempted from complying for one year (1st July 2011).

From the 1st July 2010 all domestic customers of the Kyletalesha Landfill Facility must separate their food waste/bio-waste before using the facility. Food waste/Bio-waste cannot be land-filled from the 1st July 2010. This change is necessary in order for Laois County Council to comply with a revised EPA Landfill License which takes effect from the 1st of July, 2010. Spot checks will be carried out by landfill staff on domestic customers using the facility. A lower charge will apply for accepting food waste (bio-waste) and further details on this will be advertised before the 1st July, 2010.
HOUSEHOLDERS IN PORTLAOISE, PORTARLINGTON, GRAIGUECULLEN, MOUNTMELLICK, ABBEYLEIX AND MOUNTRATH.
Bye Laws for the source separation of bio-waste (Food and Garden Waste) will be implemented from 1st July 2010 in the 6 towns listed above. A “Brown Bin” service for the collection of Bio-waste will be provided by all authorised waste collectors providing a waste collection service in the towns listed. All householders in the towns concerned must either use a brown bin provided by an authorised waste collector, home compost or use the services provided at the landfill facility. Laois Community Forum recognises the importance of the concept of positive mental health. We also recognise how important it is to look after our mental health, similar to the way we need to look after our physical health.
With this in mind, Laois Community Forum will host an awareness evening in respect of
‘Minding Our Mental Health’ in Portlaoise Parish Centre on Monday, 17th May 2010 at 7.45pm.
We invite you and/or a representative of your group to come along on the night, which will feature speakers on the area of mental health and issues surrounding it, such as availability of services/supports for all, both young and old, banishing the stigma of depression/mental health issues and preventing suicide in our community.

The Planning Office wishes to announce the introduction of “AT-THE-COUNTER VALIDATION” of Planning Files with immediate effect. Initially this service is being offered with regard to the following files:

Laois County Council picked up a prestigious award at Chambers Ireland fifth annual Excellence in Local Government Award on Thursday 6th November 2008. The awards aim to acknowledge and encourage innovation and best practice among
Projects were initially nominated by local Chamber of Commerce and shortlisted into the various category areas and were adjudicated based on the project’s ability to demonstrate its benefit to the community. The Awards, at which RTE’s Mary Kennedy was the MC.
Minister for the Environment, Heritage and Local Government, John Gormely T.D presented the award to Ms Ann Marie Maher, Sport & Leisure Officer at the function attended by over 520 Local Authority officials and Chamber representatives. Ms Maher commented that she was delighted that Laois County Council is being recognised for its consistent efforts to enhance quality of life through the provision of sport and recreation facilities throughout

A new permanent collection is now available all year round at Portlaoise Recycling Centre for the disposal of Household Hazardous Waste. Items that are accepted Free of Charge include:
Portlaoise Recycling Centre is open Monday - Friday 8am to 4pm and Saturday 8am to 2pm.
No medicines are accepted at this location - householders are advised to bring back medicines to their local Chemist which are particpating in the Dispose of Unwanted Medicines Properly (DUMP) scheme.

Plasterboard consists of gypsum which is processed into a board and usually has a paper covering. These prefabricated sheets are used as a backing or as a substitute for plastering walls. It is widely used in the home improvements (DIY) and building industry. But did you know that plasterboard can be recycled rather than landfilled?
The benefits of recycling plasterboard include:
• Cost saving on landfill charges;
• Environmentally friendly end of life solutions for plasterboard.
Charges apply: Reduced Fee of €80 per tonne for recycling waste plasterboard.

The Tánaiste and Minister for Finance, Mr. Brian Cowen, T.D. officially opened Portlaoise Civic Plaza on Monday 21st April, 2008. Portlaoise Civic Plaza is a major flagship urban project on a very strategic and prominent site adjacent to County Hall on James Fintan Lalor Avenue.

The objective of Laois County Council was to provide a civic space of appropriate strength and scale which also contained an element of car parking.
The Plaza is divided between a green park and an open hard paved civic square with a pedestrian link connecting both elements – each with a different character and function.
The park is a green space suitable for casual everyday usage such as lunch breaks, lounging around. The horizontal granite slabs and hedges segment the area and provide opportunities for seating. During the night illumination transforms these walls into a piece of land-art.

The formal civic square provides a hard landscaped civic area which is designed to accommodate open air events such as concerts, meeting, recitals etc.
Computer controlled water jets, feature lighting, seating and street furniture have created a civic environment which has life and visual quality appropriate to both its location and function in the centre of Portlaoise.
Mature trees and landscaping has been used to give immediate visual effect.
The double deck car parking, with a total of 180 spaces in the area, has been designed to minimise its visual impact and provide a sense of enclosure to the civic space.
Realisation of this project would not have been possible without the very kind support and generosity of Dunnes Stores who donated the site for the plaza for use by the people of Laois.

The total project cost is in excess of €3.5m. Financial assistance was made available by the Department of Environment, Heritage and Local government through the Operational Programme for Urban and Village Development.

On Friday the 6th June at 12.30 the official opening of Portlaoise Leisure Centre will take place. The facility will be officially opened by the Minister for Art, Sport & Tourism Martin Cullen. Also in attendance will be Packie Bonner, ex. Ireland International and FAI Technical Director who will help launch the FAI Regional Development Centre & Football in the Community Development Officer. Both the Minister and Packie Bonner will also officially open The Swan Community Centre and Mini Pitch at 2.30pm.
Portarlington Leisure Centre will also be officially opened on the 6th of June at 10.30am. The Minister for Art Sport and Tourism, Martin Cullen will be on hand too officially open the Leisure Centre as well as local representatives from the area. Refreshments will be served after each of the openings and a great day is expected to be had by all!

The Built Heritage Photography Competition attracted a great response, with over 150 high quality entrants. Entries have now been judged, and an awards evening was held in County Hall, Portlaoise, on Tuesday the 26th of August.
The winners in each category were:
Congratulations to all the winners and to those who were Highly Commended by the judges - all were featured in the exhibition in County Hall during Heritage Week.

The Charge is payable by the owners of the property to the “NPPR” on behalf of the local authority in whose area the property concerned is located. Collection of the Non Principal Private Residence Charge for 2010 commenced on the 31st March 2010. The 2010 charge is based upon the ownership and status of the property on the 31st March 2010. Go to http://www.nppr.ie to register and pay. This will allow for easy and confidential access to view your account or change your Account Details or Add a NPPR to your account as required.
Note: The NPPR system is still accepting payment of the 2009 charge which is based upon the ownership and status of the property on the 31st July 2009. Late payment fees have applied to the 2009 charge since the 1st of November 2009.

The Department of the Environment, Heritage and Local Government has advised Local Authorities that, in future, the new EPA Code of Practice for Wastewater Treatment and Disposal Systems Serving Single Houses (p.e≤10) shall be implemented in respect of all planning applications proposing the use of such treatment systems.
Therefore, from 1st February, 2010, all applications for single dwellings proposing to install a treatment system must include a full site assessment in accordance with the EPA Code of Practice.
Only full site assessments carried out by Laois County Council will be accepted.

Laois County Council has just embarked on the process of writing an Anti- Racism Strategy to Combat Racism and to promote a more inclusive, intercultural society in Laois. The Strategy will cover the period 2010-2012. As part of the consultation process which is being carried out, we are looking to obtain the views of the public and in particular Ethnic Minorities and the Travelling Community.
To assist us, with we would very much appreciate if you would complete the survey, and when completed just hit the “Done” button on your screen. Anti-Racism Survey
The survey will take approximately 15 minutes to complete. We would like to hear your views on all areas but you can also concentrate on the areas you feel strongest about. All responses are confidential. The survey will remain open for the following 3 weeks, from (Monday 29th March to Friday 23rd April).
The Anti Racism Strategy when completed will identify and prioritise a range of realistic and practical measures that can be implemented at local level.

This website was awarded the best overall Local Irish eGovernment Award at the 2008 Irish eGovernment Awards held in the Four Seasons Hotel on 21st February.
The awards were hosted by John Bowman and presented by Minister Eamon Ryan TD, Dept. of Communications, Energy and Natural Resources.
This award has become the benchmark for recognising excellence in Irish eGovernment and technology innovation in the local government sector.
Laois overcame strong opposition from Kildare, Wicklow and South Dublin County Councils who were also short listed for the award at the ceremony.

This award recognises the efforts of the county council to design their online services around the end users needs while also being designed to maximize interactivity. Special mention was also given to the efforts made to achieve this while ensuring that the online services were fully accessible to all members of the community.

Another bring bank has been installed in Portlaoise town which now brings the number of sites in Portlaoise to 6.
The newest bring bank resides at the carpark adjacent to Laois County Council's Block 2 offices (near the Motor Tax Office).

In accordance with the provisions of Section 75 of the above Act and Article 12 of the Roads Regulations, 1994, Laois County Council hereby serves notice that it is proposed to close the R427 from Money Cross to Stradbally from 08.00 a.m. on Friday 3rd September to 4.00 a.m. on Monday 6th September, 2010. This closure is necessary to accommodate the Electric Picnic Concert at Stradbally Hall.
Alternative routes are available.
Local Access will be maintained at all times.
Appropriate signage will be in place to divert traffic along the alternative route.

The Food Waste Regulations 2009 are designed to promote the segregation and recovery of food waste in the commercial sector.
Laois County Council would like to welcome businesses and interested parties to an information seminar to discuss the new Food Waste Regulations. Two seminars will be held in the County Council Buildings, Portlaoise, County Laois on the 6th August 2010.

Water Disruption Graiguecullen & The Swan
Carlow County Council are planning a major water shut off in Graiguecullen Thursday night/Friday morning between 10pm and 5 am. It is likely that some areas will experience low pressures on Friday morning. Road diversions & closures etc will be in place around the forge, Chapel St., and Maryborough st.
Some customers will experience low pressure and limited supply until lunch time in some places including housing in Rochford Manor and areas of Crossneen.
Also due to water shortages in the Swan we are forced to decrease supply at night and may have to do that for the remainder of the week to increase supply in reservoir.

Calling all artists working in any and all materials, media, styles, genres, themes and concepts to submit proposals for exhibitions for The Gallery at the newly opened library in Mountmellick.
The Gallery aims to provide exhibition space to local, national and international artists. Submissions are welcome from new and emerging artists as well as established artists.
The Gallery is part of the innovative new library which was opened recently by Laois County Council. Housed in a public building, the Gallery offers an exciting opportunity for artists to bring their work to a new audience.
Offering three interlinked but separate spaces, the Gallery encompases almost 80m2 of exhibition space.

€40,000.00
Laois County Council has available, 20 serviced residential sites at a reduced price of €40,000 each (including development levies) at Churchfield, Castletown and 10 serviced residential sites at a reduced price of €40,000.00 each (including development levies) at Ballyroan, Co. Laois.
A site subsidy may apply to applicants who satisfy certain qualifying rules and criteria. All sites will be sold on a first come first served basis with priority accorded to applicants from the local area.

Just to advise that water will be rationed in the Portlaoise, Ballyroan and Ballyfin area for the foreseeable future. Water supplies to housing estates will be turned off at night across these areas as required to balance the supply and demand. Customers are again reminded to use water as sparingly as possible and report any leaks, pipe bursts etc.

Contractors, Trades and Security Personnel – 2010 Panel
It is intended that the Panels will complement Laois County Council’s own Housing Maintenance team, if and when work arises.
Laois County Council is seeking Expressions of Interest from Trades, Services and Contractors, who wish to be considered for inclusion on any of the following Panels:
Applicants who are on the 2009 or previous Panels must now reapply.
Applicants must clearly state the Panel, or Panels for which they wish to be considered.
Expressions of interest must include the following:
o Tax Clearance
o Health & Safety Statement
o Membership of Sick Pay/Pension Scheme.
o Insurance: Employers Liability €13,500,000 & Public Liability €6,400,000
o Registration where appropriate.
Where an applicant expresses interest in more than one panel, it is not necessary to provide duplicate information.
Expressions of Interest should be made in a sealed envelope marked “Housing Maintenance Panels” and marked for the attention of the
