Waste Tyres
The Waste Management (Tyre & Waste Tyre) Regulations 2007 are designed to promote the environmentally sound management of waste tyres. The Regulations impose obligations on persons who supply tyres to the Irish Market, whether as manufactures, wholesalers, suppliers, traders, or retailers and on the collectors of waste tyres.
An exemption from these obligations is available to persons who participate in either of the following collective compliance scheme;
1. TRACS (Tyre Recovery Activity Compliance Scheme) see www.tracsireland.ie or (Tel 01 4100601).
2. TWM (Tyre Waste Management) compliance scheme see www.twm.ie or (Tel: 061 305889).
3. Self comply with Laois County Council (Tel: 057 8664000).
Please note failure to comply is in non-compliance with the Waste Tyre & Tyre Regulations 2007 and shall result in Laois County Council issuing a legal action.
Each garage in the county has a stockpile of waste tyres, and small fraction of such waste, farmers use on their silage pits; the remainder is required to be collected by authorised collector and sent to a licensed facility for reprocessing.
Such waste tyres are shredded, where the steel fragments were shipped to steel manufacturing plants within Europe, and the rubber is used as aggregate material on all weather pitches and tracks.

Individuals/companies found passing their waste on to unauthorised collectors face prosecution under Section 32 of the Waste Management Act 1996 – 2006, and could be fined up to €3,000 and or 6 months imprisonment sentence on summary conviction. If such waste is disposed of that causes environmental pollution a charge for clean up may also be charged.
How to find out if your collector is authorised:
An individual or business will apply to Offaly Co.Co. for a Waste Collection Permit for the Midland Region. Midland region is Longford, Westmeath, Tipperary North, Offaly and Laois as per Section 34 Waste Management Act, 1996 – 2006; and Waste Collection Permit Regulations 1998. The permit must be carried on the vehicle at all times. Request to view the permit before you give them your waste and check to see that they are authorised for your county, and the waste from your site is listed in the appendix.
